Kurdish President: Conditions Favorable for Independence. (The Kurds tried to help build “a new Iraq.”)

As Iraq’s attempts at building a new government failed on Tuesday, Kurdish President Massoud Barzani said he would push for a referendum on independence for Kurdistan.

Barzani spoke with VOA's Persian service on Tuesday in Irbil, the largest city in the Kurdistan region of Iraq.

The Iraqi army has struggled against offensives by the Islamic State of Iraq and the Levant (ISIL), the Islamic militant group that has captured large sections of Iraq’s north and west.


When the Iraqi army abandoned the city of Kirkuk, Kurdish peshmerga stepped in to defend the city, as well as other northern towns deserted by Iraqi forces.

The Kurds are exerting control over a larger part of the region, which is behind an increased push for independence.

“This is a natural right that must be achieved,” Barzani said, adding that he hopes to conduct a referendum within months. “ I believe now the conditions are also favorable for independence. … Once achieved, we will help our brethren in Iraq, within our capabilities, to help Iraq maybe surmount the current crisis.

“But this does not mean that we will set aside the independence of Kurdistan,” he added. “A referendum in Kurdish areas will determine our ultimate decision. We will implement whatever the people decide.”

'A new Iraq'

As far as what the future holds for Iraq, Barzani said, “I doubt if Iraq will go back to what it was. Maybe only God knows what will happen.”

He said that in 2003, with the downfall of former Iraq President Saddam Hussein’s Baathist regime, the Kurds tried to help build “a new Iraq.”

An Iraq “in which everyone’s rights and duties were well defined … in order to build a democratic, federal, multi-party Iraq,” he said.

However, that didn’t happen, Barzani said.

“If a democratic, federal, Iraq would have taken shape, and Kurdish rights had not been violated, no one would have thought about independence,” he said.

The country today finds itself split along ethnic and secular lines, as witnessed Tuesday in Iraq’s parliament session, which ended quickly after Sunnis and Kurds walked out.

They complained that the Shi'ites had failed to nominate a prime minister, a condition they had set for revealing their nominees for speaker.

Respect for Kurds

Barzani said there are conditions that must be met before the Kurds will help in supporting the current Iraqi government.

“The Kurds did not bring about the dangerous situation (that threatens) the integrity of Iraq,” he said. “We have not partitioned Iraq, rather, it was others who brought about this catastrophe and broke up Iraq into pieces. And that is why those who created this situation must resolve it as well.“

Barzani said that for years, Kurds have been treated as “second- and third-class citizens. ISIS positions in Iraq bombed by unknown planes (a new reality and a new Iraq)

The positions of the Islamic State of Iraq and Syria (ISIS, ISIL) in the northern Iraqi city of al-Qaim were bombed by unknown fighter planes on Tuesday.

The White House denied U.S. planes carried out the airstrikes after an Iraqi television station reported that U.S. jets were behind the bombings.

Tribal sources told Al Arabiya News that Syrian fighter planes carried out the raids.

Meanwhile, Iraqi Prime Minister Nouri al-Maliki’s air force has bombed Baiji - about 200km north of Baghdad, where ISIS fighters seized an oil refinery, according to Al Arabiya's correspondent.


Also on Tuesday, Iraq’s ambassador to Tehran said that the Iraqi government has not asked Iran for help against Sunni militants, Agence France-Presse reported.

The remarks by Mohammad Madjid al-Sheikh came after Iranian leaders repeatedly said they were ready to assist Baghdad against the insurgency that has taken control of a large swathe of Iraqi territory.

Meanwhile, U.S. Secretary of State John Kerry held crisis talks with leaders of Iraq's autonomous Kurdish region on Tuesday urging them to stand with Baghdad in the face of the waves of insurgency gripping the country.

  • During his visit, Kerry was warned by Kurdish President Massoud Barzani that the rapid advances made by insurgents had already created “a new reality and a new Iraq,” signaling that the U.S. faces major difficulties in its efforts to promote unity among the country's divided factions, the Associated Press reported.
The U.N., meanwhile, said more than 1,000 people, most civilians, have been killed in Iraq so far this month, the highest death toll since the U.S. military withdrew from the country in December 2011.

Le chaos en Irak pousse les Kurdes vers l'indépendance

Alors que la majeure partie du nord et du centre de l'Irak est en proie au chaos, la région autonome du Kurdistan irakien fait figue d'îlot de stabilité. Reportage à Erbil, la capitale, où l'on parle désormais d'indépendance.

Sous les remparts de la forteresse d'Erbil, la vie suit son cours. Difficile d'imaginer que les avant-postes djihadistes se trouvent à moins de soixante kilomètres. Ces dix dernières années, la région autonome du Kurdistan a été largement épargnée par la violence qui gangrène l'Irak.


Ici, tous se disent confiants dans la capacité des combattants peshmerga à protéger leur territoire. Ils ont pris le contrôle de nombreux secteurs cruciaux à la faveur du retrait de l’armée irakienne.

Le gouvernement local est aujourd'hui l'un des bénéficiaires de cette crise, et à Erbil, capitale de la région autonome du Kurdistan irakien, on parle désormais beaucoup d'indépendance. Reportage de nos envoyés spéciaux Selim El Meddeb et Adam Pletts.

Iraqi Kurds slam Baghdad legal action over oil shipment

Iraq's Kurdish region slammed legal action filed by the central government against Turkey, saying Sunday it was illegitimate and likely to fail, the latest in worsening ties between Baghdad and Kurdistan.
 
The Kurdish Ministry of Natural Resources statement came just days after Baghdad's Oil Ministry filed a request for arbitration against Ankara at the Paris-based International Chamber of Commerce after crude from Kurdistan was exported to international markets via a Turkish port.


Relations between Iraq and its Kurdish region, and between Baghdad and Ankara, were already fragile and are likely to chill further over the row, with the latest shipments flying in the face of the Iraqi government's insistence that it has the sole right to sell its prized natural resources.


"The MOO (Ministry of Oil) is, with its behaviour, isolating itself ... (and) potentially damaging Iraq's petroleum industry and Iraq's petroleum reserves," the ministry statement said.

"The MOO is also ... now prepared to damage Iraq's relations with Turkey and other friends of Iraq."
The statement labelled the arbitration request "self-defeating" and "illegitimate", saying it would "not allow hollow threats from the MOO to interfere with the KRG's (Kurdistan Regional Government's) oil export regime."

The dispute between Baghdad and Kurdish authorities in Arbil centres around interpretations of Iraq's constitution, with both sides insisting they are behaving legally.

The central government insists it has the sole right to export Iraqi crude, describes Kurdish sales as "smuggling" and also says contracts between Arbil and foreign energy firms without its expressed consent are illegal.

But the row took on a new dimension after Turkey confirmed shipments of oil pumped from the autonomous northern Iraqi region and stored in Turkey's Mediterranean port of Ceyhan began on Thursday.............[hurriyetdailynews.com]

Türkisches Parlament verlängert Mandat für Militäroperationen im Nordirak/Turkish Parliament approves northern Iraq motion despite opposition from BDP.

Das türkische Parlament hat das Mandat für Militäroperationen im Nordirak und für die Entsendung von Soldaten in die Krisenregion nach TV-Angaben um ein Jahr verlängert.

Im Rahmen des Kampfes gegen den Terrorismus hatte die Regierung in Ankara das Parlament zuvor ersucht, das am 17. Oktober auslaufende Mandat zu prolongieren, wie der türkische Fernsehsender NTV am Donnerstag berichtete. Die türkische Armee führt regelmäßig Operationen im Nordirak gegen die kurdischen Extremisten durch, die sich in der Region verschanzt haben. Es geht hauptsächlich um Luftangriffe auf die Positionen der Kurden.


Ihre grenzüberschreitenden Operationen begründet die türkische Armee mit einer „offenen Gefahr, die von der Arbeiterpartei Kurdistans ausgeht“. Die Terroristen gefährdeten die Ruhe des türkischen Volkes sowie die nationale Sicherheit und die territoriale Integrität des Landes. Zugleich wird in dem Antrag der Regierung betont, dass die Türkei auf die Erhaltung der Stabilität und der nationale Sicherheit des Irak setzt.

Anfang Oktober hatte die türkische Regierung ein ähnliches Mandat in Bezug auf Syrien erhalten, von dessen Territorium türkische Siedlungen mehrmals beschossen worden waren.

  • Turkish Parliament approves northern Iraq motion
A government motion to extend the Turkish military’s authority for cross-border operations against members of the outlawed Kurdistan Workers’ Party (PKK) settled in northern Iraq was approved by Parliament Oct. 10 with the majority of votes except from Peace and Democracy Party (BDP) lawmakers.

“This motion is part of our comprehensive efforts to put an end to terror. We will both achieve higher democratic standards for our country and we will be prepared for possible attacks of the PKK terrorist organization. The success of the resolution process [of the Kurdish issue] depends on a stance giving no concession to terrorism,” Defense Minister İsmet Yılmaz said in Parliament during the debates.

Parliament has been authorizing cross-border operations into northern Iraq since 2007 and authorization has been extending the mandate each year. The motion authorizes the government to determine the scale, scope and timing of military action. The current mandate expires Oct. 17.

The ruling Justice and Development Party (AKP) and Nationalist Movement Party (MHP) fully supported the motion. The main opposition Republican People’s Party (CHP) also approved the bill although some deputies voted against it. CHP deputy chair Sezgin Tanrıkulu declared that he would not attend the voting at the General Assembly. CHP lawmaker Hüseyin Aygün also announced that he and Veli Ağbaba, Özgür Özel, Refik Eryılmaz and a number of CHP deputies would vote against the motion.

Speaking during the debates at the general assembly, BDP lawmaker Nazmi Gür harshly condemned the bill, indicating that adopting “a motion for war” during a “peace process” demonstrated the government’s contradictory attitude.

“The government brought the war motion forward at a time when negotiations [with the PKK] should be broadened. This is a contradictory attitude toward the peace process. That means government intends to put an end to efforts for peace and resolution. The motion will disrupt the deadlocked peace process,” Gür said. “If we are in a peace process, why has the government pushed for that motion? This motion clearly shows that the AKP intends to maintain war with other methods,” he added.

The MHP, nevertheless, claimed that government was aiming to use the motion as a “bargaining element.” “We will vote for this motion to enable you to strike terrorists, not to use as a bargaining element. We don’t approve of your foreign policy but we back this motion for the improvement of the operational capability of the Turkish Armed Forces,” MHP lawmaker Tuğrul Türkeş said during parliamentary debates.

Militantes kurdes assassinées : un suspect mis en examen

Ce trentenaire, proche des victimes, a été placé en détention provisoire. Il avait été arrêté jeudi, en compagnie d'un autre homme, qui a, lui, été libéré.

Un proche des militantes kurdes assassinées le 9 janvier à Paris a été mis en examen lundi pour assassinat et le parquet a requis son placement en détention provisoire, a annoncé le procureur de la République, François Molins. «L’individu est susceptible d'être le ou l’un des auteurs des faits», a précisé ce dernier lors d’une conférence de presse.

Deux hommes, des Kurdes nés en Turquie, domiciliés à La Courneuve (Seine-Saint-Denis) et appartenant à l’entourage très proche des trois femmes exécutées, avaient été arrêtés jeudi, avait précisé à l’AFP une source policière, évoquant une «piste sérieuse». Les deux hommes avaient été placés en garde à vue, dans une opération menée conjointement par la sous-direction antiterroriste (Sdat) de la police judiciaire et la section antiteroriste (SAT) de la brigade criminelle parisienne. L'un des deux a depuis été remis en liberté.

Le suspect mis en examen est né en 1982 et aurait été le chauffeur d’une des femmes assassinées le 9 janvier. Le parquet de Paris a ouvert une information judiciaire pour «assassinats en relation avec une entreprise terroriste» et «participation à une association de malfaiteurs en vue de la préparation d’assassinats en relation avec une entreprise terroriste».

Les trois militantes, liées au PKK (Parti des travailleurs du Kurdistan, interdit en Turquie), avaient été tuées par balles dans les locaux d’une association de leur communauté dans le nord-est parisien, tout près de la gare du Nord, où leurs corps ont été trouvés dans la nuit du 9 au 10 janvier. Parmi les trois victimes figurait Sakine Cansiz, 55 ans, considérée comme proche du chef emprisonné de la rébellion, Abdullah Öcalan, qui mène une lutte armée contre l’armée turque depuis 1984 pour obtenir l’autonomie du sud-est du pays peuplé majoritairement de Kurdes. Les deux autres victimes étaient Fidan Dogan et Leyla Soylemez.

Militantes kurdes tuées : ce que l'on sait

Plusieurs douilles ont été retrouvées près des corps des trois femmes dans les locaux du Centre d'Information du Kurdistan, à Paris. Une enquête est en cours, jeudi 10 janvier, après la découverte des corps de trois militantes kurdes dans les locaux du Centre d'Information du Kurdistan, au premier étage du 147 rue Lafayette, dans le 10eme arrondissement de Paris. Un drame qui intervient au moment où le gouvernement turc et Abdullah Ocalan sont en discussion pour un arrêt des hostilités qui durent depuis 1984 et, comme l'indique un des nombreux membres de la communauté kurde rassemblés jeudi matin au pied de l'immeuble, "travaillent à un processus de paix."

1. Que s'est-il passé ?

Mercredi, plusieurs membres de la communauté ont tenté de joindre les trois femmes par téléphone. En vain. Inquiets d'être sans nouvelles, d'autres se sont déplacés plus tard dans la soirée. Ils auraient vu du sang, défoncé la porte, découvert les corps et donné l'alerte. Selon "Europe 1", la police a été appelée à 1h45. Selon plusieurs sources concordantes, les trois victimes ont été tuées d'une balle dans la tête. Deux d'entre elles auraient été atteintes à la nuque. Selon la fédération des Kurdes de France, la troisième présentait des blessures dans le ventre et au front. Le responsable de la fédération des associations kurdes, Leon Edart, a quant à lui précisé que les trois femmes étaient seules dans les locaux mercredi midi. La co-présidente du Mrap Renée Le Mignot, proche de Fidan Dogan, précisait aussi ce matin au "Nouvel Observateur" que les trois femmes faisaient chacune en sorte de n'être jamais seule dans les locaux.
"Trois femmes ont été abattues, tuées, sans doute exécutées", a déclaré le ministre de l'Intérieur, Manuel Valls, qui s'est rendu sur place jeudi matin. "La scène peut laisser penser qu'il s'agit d'une exécution, mais l'enquête devra éclaircir les circonstances exactes de ce drame" a à son tour affirmé une source policière dans l'après-midi. D'après Leon Edart, les victimes auraient peut-être ouvert la porte à leur(s) assassin(s).
La fédération des associations kurdes de France indique aussi dans un communiqué que "selon des sources kurdes, des armes munies de silencieux auraient été utilisées". Citant la police, la fédération note que les crimes auraient pu se produire mercredi après-midi, aux alentours de 15 heures. Un voisin a quant à lui confié à "Europe 1" avoir entendu une détonation à 18 heures. 
Des douilles ont par ailleurs été retrouvées sur place, près des corps des victimes. Ainsi qu'une valise, "avec des affaires bien rangées" selon la même source policière qui appelle à la prudence "on ne sait pas encore à qui appartient cette valise." 

2. Qui sont les victimes ?

Les trois victimes sont des militantes kurdes. Fidan Dogan, 32 ans, était une permanente du Centre d'Information du Kurdistan, représentante en France du Congrès national du Kurdistan (KNK) basé à Bruxelles. Selon une de ses amies rencontrées jeudi matin par "Le Nouvel Observateur", la jeune femme, installée en France depuis longtemps qu'elle décrit comme "très souriante, très sociable, très vivante" et appréciée de tous, s'était rendue en Belgique en décembre "pour son travail." Selon le responsable de la fédération des associations Edart Leon, elle tenait la permanence du centre.
Sakine Cansiz, 55 ans, est présentée par des médias turcs comme une membre fondatrice du PKK (Parti des travailleurs du Kurdistan, interdit en Turquie). Selon le président de l'Institut kurde de Paris Kendal Nezan interrogé par "le Nouvel Observateur", Sakine Cansiz était "une figure importante du PKK" (Parti des travailleurs du Kurdistan) et était "proche d'Abdullah Öcalan (le chef des rebelles kurdes du PKK, emprisonné). C'était, dit-il aussi, une "résistance très respectée des militants de sa mouvance."
La plus jeune des trois victimes, Leyla Soylemez, âgée d'une vingtaine d'années, est présentée par des sources kurdes de Paris comme une "jeune activiste". Selon Kendal Nezan, elle serait arrivée en France récemment.

3. Quelles sont les pistes ?

"Qui a fait ça ? Le gouvernement turc ? Les services secrets d'un autre pays ?" s'interroge Celil Akdogan, membre de l'académie culturelle du Kurdistan rencontré jeudi matin. Selon un spécialiste des Kurdes en France, plusieurs pistes sont envisageables : règlement de comptes au sein de la mouvance lié aux négociations en cours entre Ankara et le PKK, action du mouvement d'extrême droite turc des "Loups gris", crime crapuleux,... Rassemblés jeudi matin devant le centre, de nombreux membres de la communauté kurde dénoncent un "acte politique". "Probable" selon le président de l'Institut kurde de Paris Kendal Nezan : "A chaque fois qu'il y a eu des discussions dans le passé, il y a toujours eu des mécontents, de part et d'autre, qui ont cherché à saboter le processus par des coups tordus."
Manuel Valls a assuré la "détermination des autorités françaises" à élucider ces crimes. A la mi-journée jeudi, les corps des trois victimes ont été acheminés vers l'institut médico-légal. La section antiterroriste du parquet de Paris a été saisie, et a confié l'enquête à la sous-direction antiterroriste (Sdat) et à la section antiterroriste (SAT) de la brigade criminelle de la police judiciaire. 
Plusieurs associations ont lancé un appel à manifester samedi à Paris.
