France deploys police, soldiers: 15,000 security personnel protect ‘sensitive’ sites

France is deploying 15,000 police and security forces to bolster security around "sensitive" sites and Jewish schools in the country, in the wake of Islamist attacks that left 17 dead, authorities said Monday.

Defence Minister Jean-Yves Le Drian said that 10,000 soldiers would be called up from Tuesday to protect "sensitive sites in the whole country from tomorrow (Tuesday) evening," given the "scale of threats" to France.

The troop deployment would come on top of 5,000 police and security forces already mobilized Monday to protect some 717 schools and Jewish sites in the country.

The Jewish community has been particularly shaken by Friday's attack on the kosher supermarket in eastern Paris, which came just two days after two other gunmen -Said Kouachi and his brother Cherif Kouachi - stormed the offices of Charlie Hebdo satirical weekly, slaughtering 12 people.

Le Drian unveiled the fresh measures after an emergency meeting called by President Francois Hollande as attention turned to preventing a repeat of France's bloodiest attacks in half a century.

"This is the first time that our troops have been mobilized to such an extent on our own soil," the minister said, adding that he would prefer not to list the sites which are deemed sensitive.

Ahead of the meeting, Prime Minister Manuel Valls said one of the attackers, Amedy Coulibaly, who gunned down a policewoman and four Jewish shoppers at a kosher supermarket, likely received help from others.

"I don't want to say more, but investigations are continuing into these attacks, this barbaric terrorist acts. We think there are in fact probably accomplices," Valls told French radio. "The hunt will go on."

Valls admitted there were "clear failings" after it emerged that the Kouachi brothers had been on a US terror watch list "for years."

Said was known to have travelled to Yemen in 2011, where he received weapons training from Al Qaeda in the Arabian Peninsula, while Cherif was a known jihadist who was convicted in 2008 for involvement in a network sending fighters to Iraq.

France turns its attention Monday to plugging security holes blamed for failing to prevent the deadliest terrorist attack on the country in half a century, after millions united in historic rallies.

As it emerged that Cherif met Coulibaly in prison, Valls said France would move to isolate Islamist detainees from the rest of the prisoner population, so as to prevent jails from being used as a breeding ground for radicals. This measure "must become widespread" but "it must be done discerningly and intelligently," he said.

Su-24 crews hold bombing exercise in Kaliningrad region

Bombing and providing air cover for a ground grouping of troops were practiced by pilots from the Baltic Fleet (BF) bombing aviation crews, the Russian Defense Ministry said.

"As part of routine drills the crews of Sukhoi Su-24 frontline bombers of the Fleet's aviation group carried out precision bombing strikes and destroyed the manpower and military hardware of an adversary at an aviation site in the Kaliningrad region," the BF said in a press release obtained by Interfax-AVN on Thursday.

The crews carried out precision bombing against full-size targets simulating engineering structures, manpower and hardware of an adversary.


The bombing was carried out at altitudes of between 500 and 1,000 meters, the BF spokesperson said.

"All actions of the pilots were registered by an objective monitoring system whose elements were installed on combat vehicles, as well as on the ground near the deployment area. The analysis of the data obtained by objective monitoring systems showed 100 percent destruction of all the targets," the statement said.

In addition to the bombing, the pilots practiced elaborate aerobatic maneuvers: verticals, horizontals and loops, the statement said.

U.S. warns Russia on Ukraine ultimatum / Russian Defense Ministry dismisses Ukraine ultimatum reports as ‘total nonsense’

Any Russian ultimatum to Ukraine threatening a possible attack would be a “dangerous escalation” of the tensions in Crimea, a U.S. official said Monday after source in the Ukrainian defense ministry said Moscow did give his country a warning.
Washington was working to find out if Moscow has demanded Ukrainian leaders surrender or face an all-out assault.

“If true” it would be “a dangerous escalation of the situation and we would hold Russia directly responsible,” Agence France-Presse quoted a State Department spokeswoman Jen Psaki as saying.

Russian Black Sea Fleets denied that it gave an ultimatum to Ukrainian forces in the strategic Crimea to surrender by 5 a.m. on Tuesday or face an assault.
The news came after Interfax quoted an unnamed source in the Ukrainian Defense Ministry earlier on Monday as saying a deadline to surrender at 0300 GMT had been set by the Black Sea Fleet’s commander.
However, a Ukrainian defense ministry spokesman told Agence France-Presse that Russian forces have given Ukrainian soldiers an ultimatum to surrender their positions in Crimea or face an assault.

“The ultimatum is to recognize the new Crimean authorities, lay down our weapons and leave, or be ready for an assault,” said Vladyslav Seleznyov, the regional ministry spokesman for the Crimea.

He said base commanders had informed the ministry of “different times” for the ultimatum to expire.

Media reports about an alleged Russian ultimatum made to the Ukrainian armed forces in Crimea are “total nonsense,” a spokesman for the Russian Defense Ministry said.
He said that no ultimatum had been made to the Ukrainian forces, Interfax reports.
“We have become accustomed to the daily accusations by the Ukrainian media of carrying out some sort of military actions against our Ukrainian colleagues," Russian Black Sea Fleet representative said, adding that “those who want to pit us against each other in the Crimea won’t succeed.”

  • “There’s nothing new about such disinformation. It’s clear who is behind this. Those ‘puppeteers’ have been unable to come up with anything new since Yugoslavia, Iraq and Syria,” he added.
  • Also, a source in the Russian Defense Ministry told RT that they are unaware of any Russian ultimatum toward the Ukrainian forces in Crimea.
  • The source revealed that they had only heard about the alleged ultimatum from a report by Interfax-Ukraine news agency.

Russia Activates Aerospace Defense Radar Aimed at Europe.

MOSCOW, December 9 (RIA Novosti) – Russia has begun testing a new radar designed to detect highly maneuverable aerial targets – including cruise missiles and unmanned aerial vehicles – at a range of up to 3,000 kilometers (over 1,800 miles), allowing it to cover most of Europe.

The new-generation over-the-horizon radar, dubbed Container, was put on trial duty near the town of Kovylkino in Russia’s republic of Mordovia on December 2.



According to Defense Minister Sergei Shoigu, the radar will allow Russia to expand its monitoring range and control over the situation “to the west.”

“I am ordering the commander of the Aerospace Defense Forces [Maj. Gen. Alexander Golovko] and other related command structures to ensure that the new radar becomes fully operational by the end of 2015,” Shoigu said at a Defense Ministry meeting Monday.

The deployed Container radar is part of the 590th separate radio-technical unit, which includes a command post, a transmission and reception antenna and a communications and data-management unit.

Russia is planning to deploy a network of Container-type radars to provide early detection of airborne threats over its entire territory and beyond its borders. Specific dates, the number of radar stations, their location and other details have not been disclosed.

Während das Außenministerium in Peking versucht, die internationalen Sorgen um eine Eskalation im Inselstreit mit Japan zu zerstreuen, haben chinesische Kampfjets „feindliche“ Flugzeuge „begleitet“.

Die chinesische Regierung gibt weiterhin widersprüchliche Hinweise darauf, wie sie ihre neue „Luftverteidigungszone“ durchsetzen will. Angesichts internationaler Kritik an der vor einer Woche erklärten Zone zeigte sich das Außenministerium am Freitag bemüht, Sorgen über eine Eskalation der Lage zu zerstreuen.

Die Luftverteidigungszone sei nicht identisch mit dem Luftraum Chinas, versicherte der Sprecher des Außenministeriums, der normale Flugverkehr sei daher nicht betroffen. Zuvor waren amerikanische, japanische und südkoreanische Militärflugzeuge in die Zone geflogen, ohne sich, wie von China gefordert, zu registrieren. Das chinesische Militär hatte darauf nicht reagiert. Die Regeln der Zone werden von China jetzt anscheinend so ausgelegt, dass die Behörden den Flugverkehr in dem Luftraum beobachten und möglicherweise als „feindlich“ erachtete Flugzeuge nur „begleiten“ werden.

Am Freitagmorgen habe die Luftwaffe in der neuen Zone ein Dutzend amerikanische und japanische Militärflugzeuge identifiziert und begleitet, berichtete die Nachrichtenagentur China News. Darunter seien Kampf- und Aufklärungsflugzeuge gewesen. Zuvor war die chinesische Luftwaffe in höchste Alarmbereitschaft versetzt worden. Im Internet kritisierten einige Blogger die Reaktion Pekings als zu zurückhaltend. Die nationalistisch ausgerichtete Zeitung „Global Times“ schrieb, China sei bereit für eine langanhaltende Konfrontation mit Japan.


Japan will standhaft bleiben

Der japanische Regierungschef Shinzo Abe betonte am Freitag die Entschlossenheit seines Landes, im Konflikt mit China standhaft zu bleiben. Er kündigte an, sich mit benachbarten Ländern um ein abgestimmtes Vorgehen zu bemühen. Die neue Zone überschneidet sich mit der seit 1969 bestehenden japanischen Luftverteidigungszone. Außenminister Fumio Kishida zeigte sich zuversichtlich, dass der amerikanische Vizepräsident Joe Biden bei seinem Besuch in Tokio am kommenden Montag die Kooperation der Vereinigten Staaten mit Japan im Konflikt mit China bekräftigen werde. Kabinetts-Staatsminister Yoshihide Suga kündigte an, dass Japan seine Überwachungsaktivitäten um die von Tokio verwalteten und von China beanspruchten Senkaku-Diaoyu-Inseln nicht ausweiten werde. Es sei jetzt notwendig, mit Peking zu einem Dialog zu kommen. Auch China habe einen Krisenmechanismus vorgeschlagen, der helfen soll, Zwischenfälle zu vermeiden, hieß es in Tokio.

Η Κίνα ανακοίνωσε ότι στέλνει μαχητικά στη Θάλασσα της Ανατολικής Κίνας, τα οποία θα επιτηρούν ιαπωνικά και αμερικανικά αεροσκάφη που εισήλθαν την Παρασκευή στην αμφιλεγόμενη ζώνη αεράμυνας.

Ο κινεζικός σχηματισμός, ο οποίος αποτελείτο από τουλάχιστον δύο καταδιωκτικά, ταυτοποίησε δύο αμερικανικά αναγνωριστικά αεροσκάφη και δέκα ιαπωνικά αεροσκάφη, στα οποία περιλαμβανόταν ένα μαχητικό αεροσκάφος F-15, διευκρίνισε ο εκπρόσωπος της Πολεμικής Αεροπορίας της Κίνας Σεν Τζίνκε.

Αποστολή της περιπόλου ήταν να επιτηρήσει τα ξένα αεροσκάφη που εισήλθαν στη ζώνη εναέριου ελέγχου «στη διάρκεια όλη της πτήσης τους», σημείωσε ο Σεν.

Το Πεκίνο κήρυξε μονομερώς το Σάββατο μια «ζώνη εναέριου ελέγχου» επάνω από ένα μεγάλο τμήμα της Θάλασσας της Ανατολικής Κίνας, στην οποία βρίσκεται το νησιωτικό σύμπλεγμα που τελεί υπό ιαπωνική διοίκηση με την ονομασία Σενκάκου, αλλά το διεκδικεί η Κίνα υπό την ονομασία Ντιαογιού.

Η Κίνα απαιτεί από τα αεροσκάφη που πραγματοποιούν πτήση πάνω από την περιοχή αυτή -που η Κίνα ανακήρυξε ως ευρεία ζώνη αεράμυνας την περασμένη εβδομάδα- να παρουσιάζει εκ των προτέρων το ακριβές σχέδιο πτήσης, να δηλώνει σαφώς την ταυτότητά του και να διατηρεί τηλεπικοινωνίες που επιτρέπουν να απαντά γρήγορα και επαρκώς στις αιτήσεις αναγνώρισης των κινεζικών αρχών, αλλιώς θα εφαρμόζει «έκτακτα αμυντικά μέτρα».

ΗΠΑ, Ιαπωνία και Νότιος Κορέα έχουν ανακοινώσει ότι αρνούνται να τηρήσουν τους κανόνες αυτούς.

  • Chinese jets shadowed US and Japanese planes in new air defense zone.-China dismisses Japanese claim of altering status quo -Senkaku/Diaoyu issue

Chinese fighter jets were scrambled and followed US and Japanese planes that had entered the newly-proclaimed Chinese air defense zone in the disputed area of the East China Sea, Xinhua reports. Two US surveillance aircraft and 10 Japanese F-15 jets were ‘tailed’ by Chinese pilots on Friday. China ordered an urgent dispatch of its Su-30 and J-10 fighter jets to an area in the East China Sea after the foreign aircraft “invaded” the air defense zone, they said.  The reported intrusions came in defiance of the East China Sea Air Defense Identification Zone (ADIZ), established by Beijing last week.
China’s move has triggered outrage from several states in the region and critical rhetoric from the US, as the vast zone covers disputed areas, including the islets claimed by both China and Japan.  Earlier on Thursday, the Chinese Air Force conducted its first air patrol flights over the zone, as Japan and South Korea sent their own military aircraft into the zone's airspace in an act of defiance. China has stressed its decision to enforce the airspace identification zone - which requires all aircraft flying over or near it to identify themselves - follows common international practices and “is a necessary measure in China’s exercise of self-defense rights.” No international flights will be affected by the setup of the zone, Chinese Air Force spokesman, Shen Jinke, told Xinhua. Japan and its US ally blasted the decision as “unacceptable” and rejected the “unilateral” declaration, saying it would create dangerous tension. However, Chinese officials gave a reminder that both countries have long had their own ADIZ, and that the Japanese never discussed theirs with their neighbor. “If they want it revoked, then we would ask that Japan first revoke its own air defense identification zone and China will reconsider it after 44 years,” China’s Defense Ministry spokesman, Yang Yujun, said in a statement posted on the ministry’s website on Thursday. While possible action against the zone’s infiltrators has been vaguely defined as “defensive emergency measures,” The Global Times, a Chinese state media newspaper, on Friday called for “timely countermeasures without hesitation,” should Tokyo violate the new ADIZ. At the same time, the paper suggested China could ignore violations by some other states, including the US. Two US military B-52 bombers flew over the area on Monday without prior notice, with a Pentagon spokesman telling Reuters we “have continued to follow our normal procedures.”

  • China dismisses Japanese claim of altering status quo...
BEIJING, Nov. 28 (Xinhua) -- China's Air Defense Identification Zone (ADIZ) over the East China Sea is completely justified and legitimate, Defense Ministry spokesman Yang Yujun said on Thursday.  Yang's comments were in response to a question about Japanese media reports that China had altered the status quo unilaterally by announcing the ADIZ on Saturday.
  "Japan has always accused or tarnished other countries without reflecting on their own deeds," Yang said at a regular news briefing.
  Japan announced in September 2012 that it would "purchase" the Diaoyu Islands despite strong opposition from China. It has frequently sent vessels and planes to detect Chinese ships and planes in regular navigation or training, which has severely hampered the freedom of navigation and overflight, Yang said.
  Japanese Coastguard warships intruded into the drill area of the Chinese navy on the high seas and interfered in their normal military exercise, Yang said.
  Japan also boosted its military capacity under various disguises, attempting to change the post World War II international order. Japanese authorities play up the so-called China threat through the media and openly create confrontations, Yang said.
  "Who is changing the status quo, accelerating regional tension, confrontation and jeopardizing regional security? I think the international community will make a fair judgement," the spokesman said.
  Japan established its own ADIZ in 1969, therefore it has no right at all to make irresponsible remarks on China's ADIZ over the East China Sea, said Yang.
  Japanese Prime Minister Shinzo Abe said on Monday that Japan was seriously concerned over the "unilateral" setup of the ADIZ and urged China to "retract the decision."
  "Should the decision be retracted, we ask the Japanese side to revoke its ADIZ first, we will then consider their demand 44 years later," Yang said.

Pékin réagit au survol par des avions américains et japonais de la zone aérienne controversée établie par la Chine le week-end dernier.

Pékin hausse le ton. La Chine a fait décoller d'urgence ses chasseurs vendredi pour surveiller des avions américains et japonais entrés dans sa zone de défense aérienne, ont annoncé des médias officiels de Pékin.

"Plusieurs avions de combat ont été envoyés d'urgence pour vérifier l'identité" d'avions américains et japonais entrant dans la zone d'identification de la défense aérienne établie par Pékin, a annoncé l'agence Chine Nouvelle citant un responsable de l'armée de l'air, Shen Jinke.

La patrouille chinoise, qui comprenait au minimum deux chasseurs, a identifié deux avions de surveillance américains et dix appareils japonais comprenant un avion de combat F-15, a précisé Shen Jinke. Sa mission consistait à surveiller les avions étrangers dans la zone "durant tout leur déplacement, en les identifiant rapidement".

China Expands Defense Zone to Include Islands Claimed by Japan...

China's defense ministry has released an air defense zone map for the East China Sea that includes islands controlled by Japan, but claimed by China.

In a statement on its website Saturday, the ministry said that under a new set of rules, all aircraft entering the zone must notify Chinese authorities and are subject to emergency military measures if they do not identify themselves or obey orders from Beijing. The statement said the rules went into effect on Saturday.

There was no immediate response from Japan, but earlier this month, Japan scrambled fighter jets in the East China Sea after it spotted what it said was an unmanned aircraft flying toward Japan.


The islands, known as Senkaku in Japan and Daioyu in China, are uninhabited, but surrounded by rich fishing grounds and potential energy deposits.

Japan annexed the islets in the late 19th century. China claimed sovereignty over the archipelago in 1971, saying ancient maps show it has been Chinese territory for centuries.
