Russian gas deliveries to Ukraine and EU uninterrupted (Ukraine's Naftogaz)

Russia is supplying gas to Ukraine and the EU according to plan, Ukraine's Naftogaz said on Monday.
"The information circulating in the media that Russian gas has stopped going to the EU through Ukraine dates back to 2009 and has nothing to do with the current situation. As of 2015, there were no breaks in Russian gas deliveries to the Ukraine GTS," the statement said.

The CEO of Russia's Gazprom gas giant said in mid-January that risks persist for gas supplies to Europe via Ukraine as the latter falied to import the necessary ammounts of natural gas in November and December due to financial difficulties.

Earlier reports said Ukraine imported 572.2 million cubic meters of Russian gas in the first two weeks of January. Besides direct supplies from Russia, Ukraine gets reverse gas supplies from Slovakia and Hungary.................http://itar-tass.com/en/economy/77188319/1/15

Date for Trilateral Gas Talks Remains Undefined: Ukraine’s Energy Ministry

BRUSSELS, October 2  – The exact date for the next round of gas talks between Russia, Ukraine and the European Union has not been set yet, Ukrainian Energy Minister Yuriy Prodan told journalists Thursday.

"[The date] is undefined," Prodan, who held a bilateral meeting with EU Energy Commissioner Gunther Oettinger earlier on Thursday, said.

On Wednesday, Prodan said that the trilateral gas talks in the European Union-Russia-Ukraine format were likely to be held on Friday.

Later in the day, the Russian energy ministry's press service said the talks would not be held this week and that the date of the trilateral gas meeting would be determined next week.

Kiev is not happy with the winter package for Russia's natural gas deliveries to Ukraine, endorsed by Russia and the European Commission during the ministerial gas meeting in Berlin last Friday.

According to the plan, Ukraine would have to repay $3.1 billion of its gas debt to Russia and pay in advance for the delivery of five billion cubic meters of gas at a price of $385 per 1,000 cubic meters, with a discount of $100.

Kiev, however, rejects Russia's offer of the discount in the form of an export-duty exemption and wants the contract price to be reduced instead.

Ukraine also wants to agree the debt repayment schedule, as well as terms and schedules of future gas deliveries and insists on amending the current gas contract with Russia in order to formally authorize reverse deliveries of Russian gas to Ukraine from Europe.

The trilateral Russia-EU-Ukraine talks have been postponed till next week, a European Commission representative told TASS on Wednesday.
Russian Energy Ministry spokesperson also told TASS that the talks have been postponed.

Previous round of talks

After the tripartite talks in Berlin on September 26 Russia, the EU and Ukraine prepared a new package on the gas problem. The agreement should be coordinated by the governments of the countries.

European Energy Commissioner Gunther Oettinger, explaining the new agreement at a press conference after the meeting in Berlin, said Ukraine must pay $3.1 billion until the end of this year to repay its debt to Gazprom for the already supplied gas. The Russian company will supply five billion cubic meters of gas to Ukraine and give an option for five billion cubic meters more. The price will be set at $385 for 1,000 cubic metres with a $100 discount (from $485 Russia previously insisted on). The discount will be in force only for the next six months.
Ukraine will pay $2 billion to Gazprom before October 2 for the supplied gas, and at least $1.1 billion until the end of 2014, the EU commissioner said. Thus, $3.1 billion must be paid until the end of this year.
Oettinger said final payment to settle the debts must be made after the arbitration consideration (no earlier than in the summer of 2015). The final settlement will depend on the court decision.

Ukrainian Energy Ministry Not Satisfied With Berlin ‘Winter Plan’ on Gas

The Ukrainian Energy Ministry said Tuesday it had three reasons to object the “Winter Plan” on gas, endorsed by Russia and the European Commission during the ministerial gas meeting in Berlin last Friday.

The plan envisages that Kiev repays of $3.1 billion of its gas debt to Russia and pays in advance to Gazprom for the delivery of five billion cubic meters of gas at the price of $385 per 1,000 cubic meters, with a discount of $100. The plan, intended to reduce risks for transit of Europe-bound Russian gas via Ukraine, is to be in place until late March.

Kiev, however, rejects Russia’s offer of the $100 gas-price discount in the form of an export-duty exemption and wants the contract price to be reduced instead.

Ukraine also wants to agree the debt repayment schedule, as well as terms and schedules of future gas deliveries.

Kiev also insists on amending the current gas contract with Russia in order to formally authorize the reverse deliveries of Russian gas to Ukraine from Europe.

Earlier on Tuesday, Russian Energy Minister Alexander Novak said that Russia is ready for the "Winter Plan" of delivering natural gas to Ukraine and is waiting for Kiev's reaction.

Moscow and Kiev have a long history of disputes over natural gas deliveries. In June, Russia's gas giant Gazprom was forced to introduce a prepayment system for gas deliveries to Ukraine due to Kiev's massive debt which is currently estimated at $5.3 billion.

As Ukraine is not only a consumer, but also a major transit country for Russian gas supplies to Europe, the European Union has repeatedly emphasized the importance of trilateral gas talks, the next round of which is scheduled to take place in Berlin on October 2 and 3.

Russia Ready to Implement 'Winter Gas Plan,' Waiting for Kiev's Response (Alexander Novak, Energy Minister)

Russia is ready to implement the “winter plan” of delivering natural gas to Ukraine and is waiting for Kiev’s reaction, Russian Energy Minister Alexander Novak said Tuesday.

“It all depends on Ukraine. I believe that from our side we are practically ready to do everything that we agreed on in regard to this packet. We’ll wait for a reaction from Ukraine in the next few days when everything becomes clear,” Novak told journalists.

The “winter gas packet” is due to be sent to the Russian government for approval soon.

“First, the three parties [Russia, Ukraine, EU] need to agree during the trilateral consultations, then we’ll be able to talk about the next steps: putting it on the government’s agenda,” Novak said.

Earlier, Novak said the next trilateral gas talks were scheduled to take place in Berlin on October 2-3.

In June, Russian gas giant Gazprom introduced a prepayment system for gas deliveries to Ukraine over Kiev's refusal to pay off its gas debt that currently is in excess of $5 billion.

Gazprom's head, Alexey Miller, said that Russia insisted that Ukraine pay $2 billion of its total debt in October and another $1.1 billion by the end of the year.

Ukraine's Minister of Energy Yuri Prodan said that Ukraine would first make an advance payment of $1.9 billion for the future delivery of five billion cubic meters of gas and then pay another $1.5 billion, as part of the debt, at the end of October, followed by $800 million in November and December.

The European Union has repeatedly emphasized the importance of trilateral gas talks, fearing possible troubles with gas transit to Europe via Ukraine.

Hungary halts gas sale to Ukraine on Russia fears

Prime Minister Viktor Orban said Sept. 26 that Hungary could not risk a halt to Russian gas supplies as it froze deliveries to Ukraine amid threats by Moscow.

"Hungary cannot get into a situation in which, due to the Russian-Ukrainian conflict, it cannot access its required supply of energy," Orban said on state radio.

Hungary's gas pipeline network operator FGSZ said late Sept. 25 it had indefinitely suspended gas supply to neighbouring Ukraine for technical reasons, a move branded "unexpected and unexplained" by Ukraine state-owned gas firm Naftogaz.

Orban's statement followed a warning by Moscow that it could cut off European countries have been re-exporting gas to Ukraine to help Kiev through its latest energy war with Moscow.

The threat came as energy chiefs gathered in Berlin for EU-mediated talks aimed at halting a Russian gas supply cut to Ukraine that could leave parts of the war-scarred nation without heat this winter.

The European Commission rapped EU member Hungary for cutting of so-called reverse flow supplies to Ukraine.

"The message from the commission is very clear - we expect all member states to facilitate reverse flows as agreed by the European Council in the interest of a shared energy security," said European Commission spokeswoman Helene Banner in Brussels.

'Large quantities of gas needed'

The Hungarian halt in supply came days after a meeting in Budapest between Alexei Miller, head of Russian gas giant Gazprom, and Hungarian Prime Minister Viktor Orban, who often warns against damaging commercial relations with Russia.

Russia’s gas contracts with partners in the European Union provide for no re-export options, Russian Energy Minister Alexander Novak said in an interview with the German newspaper Handelsblatt, obviously meaning gas supplies from the European Union to Ukraine in the reverse regime.

“The contracts we have provide for no re-export. We hope our European partners will observe the contracts. Only this can guarantee uninterrupted gas supplies to European consumers,” the newspaper quotes him as saying.

On Thursday, three-party gas consultations involving Russia, Ukraine and the European Union will be held in Berlin.

Russia wants to resolve the gas pricing dispute with Ukraine and has made a number of constructive proposals to tackle the problem which have been rejected in Kiev, Energy Minister Alexander Novak said in newspaper comments on Friday.

Bulgaria fears new gas deliveries interruption (Deputy PM)

Bulgaria was preparing contingency plans in case of a new interruption in gas supplies from Russia, which was seen as a high-probability scenario, Bulgarian caretaker Deputy Prime Minister Ekaterina Zaharieva said on September 17.

Speaking to reporters after the weekly cabinet meeting, Zaharieva said that the country’s heating utilities have been cautioned to be ready to switch to other fuel types in case of such interruptions.

Bulgaria’s annual gas consumption is about three billion cubic metres. The country imports more than 80 per cent of its gas from Russia.

Despite plans to build interconnector pipelines with neighbouring countries – partially funded by the European Union in the wake of the January 2009 suspension of supplies, caused by a price dispute between Moscow and Kyiv – Bulgaria has only completed the pipeline to Greece, but not those linking it up to Turkey and Romania.

Bulgaria has also a gas storage facility at Chiren near its Black Sea coast, with a capacity of 550 million cubic metres (due to be doubled by 2017, according to plans announced earlier by state-owned company Bulgargaz), which is enough to cover the bulk of domestic consumption for a period between two and four months, depending on the weather.

• Zaharieva said that gas was being stored at the Chiren facility as scheduled and that the cabinet was in talks with Greek authorities to buy gas if the need arises.

She said that there was no reduction in gas deliveries to Bulgaria. Several eastern European countries reported a decrease in Russian deliveries last week, mainly countries that have signed reverse flow agreements with Ukraine – Poland, Slovakia and Hungary – with analysts interpreting this as a move by Gazprom to curtail reverse gas deliveries with Ukraine, which Russia considers illegal.

Russia halted gas supplies to Ukraine in June, claiming that Kyiv owed more than $5 billion for past deliveries. Ukraine says that the price it pays is too high and has lodged a lawsuit in a Stockholm arbitration court.

Transit gas flows through Ukraine have continued unabated, however, although Moscow has repeatedly claimed Ukraine would dip into supplies meant for European customers for its own domestic needs.

Kyiv has denied the accusation, saying it is merely Russian propaganda meant to scare the EU into approving construction of the South Stream gas pipeline (due to make landfall in Bulgaria), which aims to bypass Ukraine altogether and ultimately replace the Ukrainian transit route altogether.

Previous gas disputes between Russia and Ukraine have resulted in Russia cutting off all gas supplies through Ukraine in January 2006 and January 2009. The latter interruption was felt especially strongly in Bulgaria, as it coincided with a bitter cold spell.

Miller: Gazprom Maintains Steady Daily Supply of Gas to Europe

MOSCOW, September 17 (RIA Novosti) - Gazprom maintains stable daily deliveries of natural gas to European customers in line with contractual obligations, the company's CEO Alexei Miller said Wednesday.

During a meeting with Russian President Vladimir Putin, Miller said that claims of some of the Western customers of periodical reductions in supplies could be referred only to additional volumes.

Miller also said that Gazprom would be able to satisfy the growing demand for Russian gas on Chinese and Asia-Pacific markets without hurting contractual deliveries to Europe.

"We are ready to satisfy the growing demand in Chinese direction, in eastern direction and in the European Union," Miller said.

Earlier on Wednesday, Ukraine's Energy Minister Yuriy Prodan wrote a letter to the European Commission, saying that the country's energy security was threatened by the alleged reduction in Russian gas supplies to Slovakia, which launched reversed deliveries to Ukraine earlier this month.

On September 11, Slovakia's electricity and gas supplier SPP claimed it was receiving only 90 percent of Russian gas transited through the Ukrainian territory. On the same day, Gazprom spokesman Sergei Kupriyanov said the company had not reduced gas deliveries to Slovakia, maintaining the supply at the regular level of 12 million cubic meters per day.

• Poland's state-controlled oil and gas company PGNiG also claimed on September 11 that Russian gas deliveries to Poland had fallen.

In June, Russia introduced a prepayment mode of gas deliveries to Ukraine over its $5.3 billion debt and warned that it could reduce gas supplies to Europe should Kiev siphon off gas transited to Europe through its territory. On July 1, Russian President Vladimir Putin said, however, that Moscow would not aggravate the situation, although it saw the artificiality of reverse gas supplies from Europe to Ukraine.

WARSAW, September 17. /ITAR-TASS/. Poland has been receiving 19 million-20 million cubic meters of Russian gas per day, which is 20% less than Polish energy company PGNiG requested from gas giant Gazprom, Bloomberg reported Wednesday referring to CEO of the country’s pipeline operator Gaz-System Jan Chadam.

Late on Wednesday, PGNiG reported receiving 20 million cubic meters of gas per day, which is slightly less than the planned volume.

• Since September 8, gas pipeline operators in Poland, Slovakia, Germany, Austria, Romania, and Italy have separately reported on declines in Russian gas supplies varying from 5% in Romania to 45% in Poland.

On September 11, Gazprom’s representative Sergei Kupriyanov said that the company’s gas exports to Poland remain intact, and they are going with the same daily amount as through all the previous days - 23 million cubic meters.

On Monday, Gazprom said that cuts in Russian gas deliveries to Europe are caused by gas pumping into domestic underground storage facilities.

Russia tightens energy grip amid 'reverse flow' gas trade

 While the EU prepares to apply a new round of sanctions against Russian energy companies, Poland, Slovakia and Austria have announced delivery shortfalls in their Russian gas imports being piped through Ukraine.

Ukraine started reverse flow of gas imports from Europe through Slovakia, Poland, Austria and Hungary, after Russia halted gas exports to Ukraine in June.

So-called ‘reverse flows’ occur when countries in Europe send gas back down pipelines usually used to carry Russian gas through Ukraine to the West.

On Thursday, Poland’s national gas company PGNiG announced that Russia reduced gas deliveries to Poland by up to 45 percent. Following the announcement, Slovakian gas company SPP and Austrian energy regulation department announced similar decreases, by 10 and 15 percent respectively.

Slovakia has the capacity to supply up to 20 million cubic meters of gas per day to Ukraine, and the two countries struck an agreement on gas trade on September 2.

Poland has been sending 3-4 million cubic meters of gas to Ukraine; however, yesterday’s shortfall in Russian gas has caused the country to temporarily stop its gas exports to Ukraine.

Hungary, another east European neighbor of Ukraine, has been sending up to 5 million cubic meters of gas to Ukraine daily, although the country has the capacity of 15 million.

Russian monopoly Gazprom has strongly criticized the trade of Russian gas via reverse flows; the company says the re-export of Russian gas is against its contracts with the countries involved in such trade.

Consuming about 50 billion cubic meters of natural gas annually, Ukraine was importing some 60 percent of its gas from Russia.

At the same time, sources of the Austrian OMV oil and gas company said Russian partners had informed about supply reduction.

Poland’s energy company PGNIG said gas supply from Russia was 20-24% lower in the past two days. On September 8, 20% less was received at one station from Ukraine and two from Belarus. On September 9, it was 24% less.

Russia’s Gazprom did not confirm the reduction. The same volume was supplied to Poland as in the previous days - 23 mln cub/m a day, a company spokesman said.

Because of the reduction, Poland suspended reverse gas transportation to Urkaine. There was no information yet about supply resumption, the press secretary of the Polish gas transportation operator said.

Duma urges Gazprom to consider expediency of gas transit via Ukraine to Europe

First deputy head of the industry committee of the State Duma lower house of Russia’s parliament Vladimir Gutenev has urged Gazprom on Thursday to discuss the possibility of limiting or stopping the supplies of natural gas via Ukraine to Europe that is used for following reverse supply.

Gutenev sent an MP inquiry to Gazprom CEO Aleksei Miller, requesting the natural gas monopoly head to provide available information about the EU reverse gas supplies to Ukraine and their compliance with the contracts signed with the EU countries.

“As no response has been received from Gazprom yet, and the information about the re-export of Russian gas by European buyers to Ukraine is confirmed, I believe that we should discuss the need for limiting or stopping gas supplies on the Ukrainian route,” the lawmaker said. The Nord Stream pipeline capacities, reserved and not used under the EU Third Energy Package, may be used for ensuring the current gas exports to European countries, he said.

According to the lawmaker, “Gazprom should use the time of possible limiting or stopping gas supplies for maintenance and planned repair operations on the Ukrainian track for the preparation for the winter period of gas supplies to European consumers.”

“If the Europeans need gas - they, as consumers, cannot dictate the way they want to receive it. I think the proposed measures will be able to seriously motivate the European partners to implement the South Stream project,” Gutenev said.

Poland suspends reverse-flow pumping of gas to Ukraine

Poland has suspended reverse-flow deliveries of natural gas to Ukraine, the head of the Ukrainian operator company, Ukrtransgaz, said Wednesday.
By tradition that has taken shape in Kiev’s ruling elite over the past several months, he apportioned all blame for the situation to Russia.

“Russia has begun to restrict the pumping of gas to Poland so as to frustrate the reverse-flow supplies to us,” said Ukrtransgaz President, Igor Prokopiv. “Poland stopped the reverse-flow supplies at 14:00 hours (11:00 hours GMT) in the amount of 4 mln cubic meters.”

Reverse-flow pumping of gas to Ukraine began in April 2014. Ukraine has the technological capability for receiving up to 4 mln cubic meters of the fuel a day.

Polish oil and gas corporation PGNiG (Polskie Gornictwo Naftowe i Gazownictwo) said earlier deliveries of gas from Russia had fallen 20% to 24% in the past two days at transfer stations. More specifically it claimed that the shrinkage totaled 20% on September 8 and 25% on September 9.

Jeremy Rzarzycki, the head of PGNiG’s Moscow office said it had sent a query to Gazprom Export, the exporting arm of the Russian gas giant Gazprom but there was no answer from it by the time of reporting.

Gazprom officials familiar with the situation were not available for comment when ITAR-TASS tried to contact them.
Ukraine consumes about 50 bln cubic meters of gas annually. In 2013, a total of 26 bln cubic meters came from Russia and another 2.1 bln cubic meters was purchased in Austria, Germany, Poland, and Hungary.
Own production of natural gas stands at 21 bln cubic meters.
Kiev government hopes to get about 16 bcm from European countries in 2014, with the biggest amount /8.0 to 10.0 bcm/ due to come Slovakia and another 5 bcm, from Hungary.

KIEV, September 02. /ITAR-TASS/. Ukraine has launched reverse-flow gas deliveries from Slovakia, the head of Ukraine’s national energy company Naftogaz, Andriy Kobolev, posted on his Facebook page on Tuesday. “A lot is in store yet, but this is a major step,” he said.

ITAR-TASS reported earlier that on April 28, 2014 Ukraine’s Ukrtransgaz and Slovakian gas operator Eustream signed a memorandum on mutual understanding to ensure reverse-flow gas deliveries to Ukraine through the Vojany-Uzhgorod pipeline. The pipeline’s capacity is no more than 27 million cubic meters of gas a day or 10 billion cubic meters a year.
Naftogaz of Ukraine has reserved these capacities for reverse-flow gas supplies from Slovakia until the end of 2019. “Supplies will begin on a regular basis in September, subject to certain technical conditions, and will become permanent from March 2015,” Eustream spokesperson Vahram Chuguryan said earlier.

Test reverse-flow gas supplies from Slovakia to Ukraine began on August 16 with daily amounts up to two billion cubic meters. Then it became known that testing of Vojany-Uzhgorod would continue till the end of August.......................http://en.itar-tass.com/economy/7477412/9/14

EU offered Ukraine and the RF to reach the agreement on gas, without the Stockholm court

The European Union (EU) has suggested "reaching an intermediate agreement on gas" between Ukraine and Russia, without waiting for rulings of the Stockholm arbitration court, Guenther Oettinger, EU Commissioner on Energy, said at the close of talks with the Ukrainian president.

The Contact Group on Ukraine must resume its work as soon as possible, Russia's President Vladimir Putin stated at the close of his meeting with Ukrsinian President Pyotr Poroshenko.

"In this connection, agreement has been reached that the Contact Group must resume its work as quickly as possible," Putin said. He assured that Russia would do everything for that. "The process must be started as quickly as possible," Russia's Head of State emphasized.
On the whole, when speaking of his meeting with Poroshenko, Putin said the discussion dealt with the entire spectrum of Russia-Ukraine relations, including economic interaction, the situation in the country's south-east, the need to put an earliest end to the bloodshed, and the need tor a political settlement of the entire set of problems.

Russian President said gas-related issues between Russia and Ukraine "are in a deadlock". The President's opinion is that the return of the funds for transit "is the matter that awaits a meticulous researcher as represented by our partners European and Ukrainian".
"We fully abide by all the terms of the contract," Putin emphasized. "We even may not accept certain privilege-granting proposals because Ukraine applied to the Court of Arbitration. Any our privilege-granting actions may be made use of in court," Putin pointed out.
He said Russia and Ukraine had got a lot of specific matters which must be resolved. Both Russia, U kraine, and the European Union are interested in a solution to them. "This is what prompted us to hold a five-sided meeting," the Russian Head of State said in conclusion.
